PENGUATAN KAPASITAS ORGANISASI KWARTIR DAERAH PRAMUKA SUMATERA UTARA MELALUI FASILITASI PERENCANAAN PROGRAM GREEN SCOUT DAN LITERASI LINGKUNGAN
Abstract
Kegiatan pengabdian kepada masyarakat ini bertujuan mendampingi penyusunan Rencana Kerja Bidang Lingkungan Hidup pada Gerakan Pramuka Kwartir Daerah Sumatera Utara Tahun 2026. Kegiatan dilatarbelakangi oleh kebutuhan organisasi untuk memiliki program lingkungan hidup yang terarah, terukur, partisipatif, serta selaras dengan visi Kwarda Sumatera Utara sebagai mitra strategis pemerintah dalam mewujudkan Sumut unggul, maju, dan berkelanjutan. Metode pelaksanaan menggunakan pendekatan pendampingan partisipatif melalui telaah dokumen, pemetaan kebutuhan, penyelarasan program dengan visi-misi organisasi, penyusunan indikator output-outcome, dan validasi rencana kegiatan. Hasil pendampingan menghasilkan dokumen rencana kerja awal berisi 12 program lingkungan hidup dengan total anggaran indikatif Rp607.500.000. Setelah dilakukan diskusi dan pembahasan lebih lanjut dengan tim anggaran dari pengurus inti, diperoleh kesimpulan bahwa pada tahun 2026 kegiatan yang dapat diakomodir adalah Gerakan Green Scout dan Literasi Lingkungan Hidup di Sekolah-Sekolah karena adanya keterbatasan anggaran. Prioritisasi ini memperkuat strategi implementasi bertahap, yaitu memulai dari program yang paling relevan untuk peningkatan kapasitas kader, pembentukan literasi lingkungan, dan pembiasaan aksi ramah lingkungan di satuan pendidikan. Rekomendasi utama adalah penyusunan modul, standardisasi indikator capaian, pelaksanaan monitoring-evaluasi, serta penguatan kemitraan pemerintah, sekolah, komunitas, dan dunia usaha.
